On the occasion of the International Day of Migrants, on 18 December 2017, the High Council for Equality between Women and Men (HCE) presented to Minister Jacqueline Gourault, its report on the situation of women asylum seekers in France after the adoption of the law reforming the right of asylum. Women make up one-third of asylum applications each year in France and receive one-third of the granted protection orders, most often in the form of subsidiary protection, a regime that is less favourable than that of asylum. The law of 29 July 2015 on the reform of the right of asylum, taking into consideration recommendations proposed by the HCE, aimed at better taking into account the specificities of women asylum seekers through: recognizing gender and sexual orientation as grounds for persecution; taking into account the cases of victims of rape or other serious forms of gender-based violence when assessing the vulnerability of asylum seekers; looking into the possibility of providing support by an association defending women’s rights during the individual interview; and recognizing the importance of the officers on the concept of vulnerability.
