Discrimination in access to public employment

Following the Interministerial Committee on Equal Opportunities of March 6, 2015, entitled "Equality and Citizenship: The Republic in Action", it was decided to entrust a qualified personality with the task of assessing the risk of discrimination in access to public employment for the various recruitment channels (competitive exams, recruitment without competition, contractual route) in the three aspects of the public service (state, territorial management and hospitals). This documents reflects this mission’s evaluation of  equal access to the public service. The mission is based on three types of resources: in-depth interviews with public recruiters, competition database operations and tests of discrimination in access to employment or access to information on employment. This mission report was presented to Mrs. Annick Girardin, Minister of the Public Service, on May 10, 2016, before being submitted to the Prime Minister on July 4, 2016.
