The report is based on a combination of desk review and interviews with key informants and focus groups in Jordan. The selection of interviewees and participants of focus groups from certain ministries and public departments was on a sampling basis in order to fill the significant gap in the literature regarding gender equality (and gender balance in particular) in the PA. The primary research also supported an understanding of the extent to which the PA reform process is tackling the issue of gender equality, the relationship between policy and practice, opportunities and barriers in the public administration to address gender equality principles, and the attitudes and the experiences of civil servants with regard to gender equality.
