In collaboration with different partners from various civil and public sectors and institutions, the Palestinian Ministry of Women’s Affairs completed in mid-2017 the elaboration the executive plan for the National Referral System for Women Victims of Violence 2017-2019 which was approved by the Palestinian government 10/12/2013.
Despite its strategic goals which aims at protecting and empowering women victims of violence, the plan neglects the importance of strengthening partnership and coordination between governmental and civil institutions, and fails to identify external funding sources that are important to implement the plan’s provisions.
According to this position paper these flaws contribute to the weakening of the efforts for the empowerment of women victims of violence. Full paper is attached.
