This paper examines the degree to which the Turkish Government’s (GoT) -- in close partnership with the Turkish Red Crescent (TRC) -- organization, approach, and personnel have addressed the unique and conflict-affected needs of Syrian women and men, with a greater focus on women. Through a gender lens, this study highlights how, why, and where Syrian refugees are either enabled or disempowered by current programming efforts in Turkish camps.
