The "Education for All" (EFA) is a 15-year agenda whose ambitious objectives were adopted by 163 nations in Dakar in 2000, including all Arab countries. The EFA seeks to ensure basic quality education for all children, youths and adults and it defined objectives for parity and gender equality in terms of education. The report examines the progress in the EFA's objectives and later it features several examples of recent activities conceived to accelerate this progress in the Arab countries. The data available reflects the progress made between 1999 and the school year 2010/11, but it does not reflect the consequences of the instability, displacement and movements of refugees or the destruction of infrastructures after the Arab Spring.
