This document shows that in three decades Spain has become a "pioneering" country in terms of gender policies. Indeed, Spain has consolidated its institutional mechanisms and has developed a strategy aimed at promoting gender equality based on equal opportunities, positive discrimination actions and gender mainstreaming, while adopting plans and laws as political instruments. The document notably describes the Organic Act on Gender Violence, which makes this subject a political priority and a human rightsissue.
