This report focuses on the civil resources available for victims of domestic violence in Turkey: physical protection in shelters, civil protection orders and emergencymeasures intended to stop further abuse. The report explores four issues: family protection laws in Turkey and the engagement of the country in terms of international standards; the exclusion of certain groups of women due to legal lives; the problem of the implementation of laws, notably by the police, attorneys, judges and high officers, and shelters.
