This document is the main instrument to assess the progress made, at a world level, in achieving in the six Education for All (EFA) goals defined in Dakar, notably Objective 5: assessing gender parity and equality. It measures the progress, identifies efficient policy reforms and analyses the best practices in all the fields related to EFA. This year, the report examines the disastrous consequences of conflicts for the EFA goals. Based on the experiences in many countries, it seeks solutions that may transform education into a source of peace, social cohesion and human dignity.
